For our client we are seeking an experienced Quantity Surveyor/Contracts Manager to lead all commercial and contractual activities on a pharmaceutical manufacturing facility construction project in Belgium. This role manages project costs, contracts administration, and commercial risk across multiple high value work packages.
Function
Manage commercial aspects of multiple construction contracts including EPCM, trade packages, and equipment procurement
Lead cost control, budgeting, and financial reporting for all project work packages
Administer contract variations, change orders, and extension of time claims
Coordinate monthly payment applications, progress valuations, and final account settlements
Manage procurement processes ensuring compliance with EU procurement regulations
Lead commercial risk identification, mitigation, and claims resolution
Interface with client commercial teams, contractors, and supply chain partners
Provide commercial guidance to Construction Manager and Package Owners
Prepare and present commercial reports to Project Director
Requirements
Bachelor’s degree in Quantity Surveying, Construction Management, or related field
Chartered membership (RICS, CIOB) or equivalent European qualification preferred
8-12 years commercial management experience on major construction projects
Proven experience with pharmaceutical/industrial construction contracts
Expertise in contract administration (FIDIC, NEC4, or similar standard forms)
Strong cost control, budgeting, and financial forecasting capabilities
Experience with EU procurement regulations and tender processes
Knowledge of construction law, variations, and dispute resolution procedures
Understanding of pharmaceutical construction processes and GMP requirements
Ability to interpret technical drawings, specifications, and work breakdown structures
Experience with project management software and cost control systems
Strong negotiation skills and commercial acumen
Excellent analytical and problem-solving capabilities
Proven ability to manage commercial relationships with multiple stakeholders
Fluency in Dutch advantageous
